Field Operations

The seriousness of Wisconsin's drug problem and its inherent violence dictate that a highly specialized group of law enforcement officers responds with focused and effective enforcement efforts.  Wisconsin is confronted with organizations and individuals located both within and outside the state who are responsible for large-scale distribution of controlled substances.

Narcotics Investigations

The Division of Criminal Investigation (DCI) consists of special agents who are sworn law enforcement personnel with statewide jurisdiction, responsible for controlled substance violations.  These agents provide investigative services to all of Wisconsin's counties.

To include: providing investigative assistance to local law enforcement; initiating independent drug investigations; and cooperative efforts with state, local, and federal law enforcement agencies.  Special agents work with these agencies in both informal and formal alliances, including participation in federal Organized Crime Drug Enforcement Task Force (OCDETF) cases.  Narcotics agents are also active in the Milwaukee High Intensity Drug Trafficking Area (HIDTA) Task Force.

Special Programs

DCI operates the Wisconsin Drug Tip/Pharmacy Hotline for the public and pharmacists to report suspected illegal drug activity in Wisconsin.  The toll-free number for the Drug Tip Line is 1-800-NAB-DRUG (622-3784).  Information received through the drug tip line is reviewed and is referred to local law enforcement agencies for appropriate action.

DCI also manages and supports a number of statewide drug enforcement programs that provide investigative support and intelligence throughout the state of Wisconsin.  The Cannabis Enforcement and Suppression Effort (CEASE) has as its goal the reduction of cultivated and uncultivated marijuana in the state of Wisconsin through a coordinated enforcement and eradication effort.  DCI is responsible for the administration of CEASE, which is funded by the U.S. Drug Enforcement Administration.

DCI is the state coordinator for the Regional Clandestine Laboratory Response Task Forces.  Seven regional task forces comprised of agents and local law enforcement personnel respond to clandestine laboratories with properly trained and equipped personnel.  The Narcotics Bureau provides the program oversight for this enforcement program.

DCI has developed a statewide Drug Endangered Children (DEC) program, advocating intervention on behalf of children who suffer harm or neglect resulting from exposure to illegal drugs or related environments. persons under the influence of illegal drugs, or from exposure to dangerous environments where drugs are being manufactured or where the chemicals used to make drugs are accessible. The DEC program urges communities to build collaborative, effective teams to provide coordinated services and support for these child victims. Training

The provision of professional training is a major function of DCI.  All training is provided by experienced agents, who have extensive knowledge in their areas of instruction.

Pre-service training in drug enforcement is provided to students at nearly all of Wisconsin's police recruit academies.  The six-hour block of instruction provides the basic knowledge regarding controlled substance abuse and recognition that is the foundation for investigations in the drug enforcement field.

Specialized training is provided to local law enforcement officers in the form of basic and advanced drug enforcement schools.  Topics include specific training in the areas of search and seizure law, execution of search warrants, undercover activity, surveillance, consent searches and the latest drug trends throughout Wisconsin.

Special agents also provide in-service training to local law enforcement upon request.  This training normally addresses specific areas that are of particular interest or pose an enforcement problem within a jurisdiction.
