Field Operations
Public Integrity Unit coordinates investigative support provided by the Division of Criminal Investigation to law enforcement agencies statewide in a number of areas:
Financial Crimes Unit
Internet Crimes Against Children (ICAC) Task Force
Unit
Computer Crimes Unit
In August 2003, the Public Integrity Unit was initiated at the Wisconsin Department of Justice. It is composed
of attorneys from the Division of Legal Services and special agents from
the Division of Criminal Investigation.
DCI's participation in the Department's Public Integrity Unit is
coordinated by Director David Spakowicz.
Public Integrity Unit team members dedicate their time to reviewing
potential civil and criminal violations of our state laws that regulate
the conduct of elected or appointed public officials and public
employees. Most of the cases investigated by the Public Integrity Unit
are initiated at the request of a district attorney, an elected official
or a law enforcement agency. The public is also invited to file
complaints.

Financial Crimes Unit
The Financial Crimes Unit conducts complex investigations in the area
of economic crime. These investigations are primarily initiated at the
request of district attorney's offices or law enforcement agencies.
Citizen complaints made directly to the Financial Crimes Unit normally
will be referred back to the local agency that has original
jurisdiction, or where the alleged crime occurred.

Investigative Services
Internet Crimes Against Children (ICAC) Task Force
In September 1998, the U.S. Department of Justice began a national
Internet Crimes Against Children (ICAC) Task Force program to counter
the emerging threat of offenders using the Internet or other online
technology to sexually exploit children. Under this program, regional
ICAC task forces serve as sources of prevention, education and
investigative expertise to provide assistance to parents, teachers, law
enforcement and other professionals working on child victimization
issues.
Wisconsin's ICAC Task Force has been administered through the
Division of Criminal Investigation since its inception in the spring of
1999, and is a national leader in fighting Internet crimes against
children.
