Crime Information Bureau

The Crime Information Bureau (CIB) is a part of the Law Enforcement Services Division of the Wisconsin Department of Justice. CIB holds the central, criminal fingerprint repository for Wisconsin. The computerized criminal history (CCH) database contains detailed information of arrests, arrest charges, prosecution, court findings and sentences, and state correctional system admissions and releases. The database is an accumulation of information submitted by Wisconsin law enforcement agencies, prosecutors, courts, and the Wisconsin Department of Corrections.

CIB fingerprint examiners and criminal record specialists examine records submitted to CIB. Extraordinary effort is invested to make sure that all information about a single person goes into a single record. The CCH database is the best source of "repeat offender" information in Wisconsin, because fingerprint matching is used to identify the person. Positive fingerprint identification overcomes the problem of false identification and alias names. Fingerprint-supported records can be used to confirm whether or not a criminal record in the file really belongs to a particular individual.

All information in the CIB's criminal history database is based on submission, by police departments, of arrest fingerprint cards. Beginning in 1971, Wisconsin law enforcement agencies were required under s. 165.84(1) to submit arrest fingerprint cards for offenses designated in s. 165.83(1)(c ). CIB was also required to accept any other arrest fingerprint cards taken at the discretion of law enforcement agencies for offenses other than those listed in s.165.83(1)(c ).

Arrests without supporting fingerprints are not included in the criminal history database.
